Frosted Sugar Cookie Bars

The bottom of these bar cookies is a soft sugar cookie with rainbow sprinkles mixed in. We frost the bars with a whipped buttercream frosting and then sprinkle them with more rainbow sprinkles (because you can never have TOO many rainbow sprinkles).
